Table 3. International standards for cultivated meat

Country Standards
Singapore - Cultivated meat means meat made from animal cell culture.- Require the following information to be submitted for the safety evaluation of cultivated meat:· Description of the entire manufacturing process, product characteristics, information related to cell lines used, and information related to the scaffolding material used.· Information on the purity and gene stability of cell culture during the manufacturing process.· Safety assessment of possible risks in the manufacturing of cultivated meat.· Research on safety, such as digestive analysis.
United States - The FDA and USDA prioritized the resolution of standards for regulatory agencies—the most important issue in the cultivated meat industry.- The FDA has come to manage and supervise cultivated meat products up to the pre-production stage of cells, including cell collection, cell banking, and cell growth and differentiation.- USDA will take over the product once it is developed and use the agency’s expertise in managing and supervising the production and labeling of cultivated meat products.- A joint regulatory agreement between the FDA and USDA has somewhat resolved the conflict (regarding standards) with the existing meat industry.
European Union - In Europe, the regulation and management of cultivated meat is expected to be carried out by Novel Food of the European Food Safety Authority.- Novel Food is a system that manages the safety of new ingredients in the European Union and was first enacted in 1997.- The main aim of Novel Food is to protect domestic consumers through pre-market stability assessment.- Like in the case of the U.S., the Korean Food Safety Administration’s Novel Food is expected to include various laws and regulations to manage cultivated meat products excluding genetically modified (GM) foods.
Canada - Unlike in the U.S. and European Union, Novel Food in Canada includes GM food.- There has been no official announcement regarding the Canadian government’s policy on the regulation and management of cultivated meat. However, the Canadian government is expected to apply Novel Food because cultivated meat is not included in the current definition of meat under Canadian law.- Novel Food in Canada aims to protect consumers through the stable management of new and GM foods sold in Canada.- Cultivated meat will be used through a process that has not been used previously.- Cultivated meat is classified as food and is expected to be jointly managed by the Food Inspection Agency, the Ministry of Environment, and the Ministry of Agriculture and Food.- According to Novel Food in Canada, if the raw materials used are not edible, it is necessary to evaluate their stability and check whether they remain in the final product, and the main targets can be predicted based on the support, culture, and oxygen transport materials.
